The site consists of the 4-acre Peak Oil Co. property and the 14.8-acre Bay Drum Co. property and is located on Reeves Road in Tampa. The site includes the area where Peak Oil Company operated a waste oil refinery from 1954 until 1980 and Bay Drum Company operated a drum reconditioning and recycling facility from 1962 until 1987. The site also includes a wetlands area. The Reeves Southeastern Galvanizing Superfund site is located directly north of the site, across the street from the Bay Drum Co. property. A CSX rail line borders the site to the north and industrial land uses border the site to the south, east and west. Land uses in the surrounding area are primarily industrial. The Peak Oil Co. facility began operations as a waste oil refinery in 1954. The refining process generated and stored waste in three on-site pond areas. When the company discontinued its refining process, operations shifted to filtering and blending the waste oil for resale. These operations continued until 1980. The Bay Drum Co. facility began drum reconditioning operations in 1962. When drum reconditioning operations ended in 1984, Bay Drum Company operated as Resource Recovery Association, Inc. until 1987. The company’s operations included the disposal of roofing shingles on the site property. In 1986, EPA combined the Peak Oil Co. and Bay Drum Co. sites into one site and listed the site on the NPL. The site is currently not in use.
